The Special Education Department is comprised of the EMIS Coordinator and Special Education Department.
The Special Education Department is committed to providing a comprehensive and seamless continuum of quality services for students with disabilities that facilitates the students' academic and social/emotional growth.
The Sidney City School district offers a number of services to students with disabilities including:
- School Psychological Services
- Speech and Language Therapy Services
- Occupational and Physical Therapy Services
- A variety of supports and services for children with identified disabilities in grades K-12, as well as preschool (beginning at age 3)
Ohio School Districts are required to provide free appropriate educational services to all children in their attendance area, ages 3 through 21, who are determined to have a disability.
Disability, in this case, means such conditions as hearing impairments, visual impairments, speech or language impairments, specific learning disabilities, emotional disturbance, multiple disabilities, cognitive disabilities, physical impairments, other health impairments, autism, and traumatic brain injury.
Schools are also required to provide evaluations to determine if a child has such a disability. Home Instruction Support
Home instruction is a special education service provided for students who cannot attend school due to significant physical or mental health reasons which prevent a child from attending a regular or special program even with the aid of transportation. Services are determined on an individual basis. Home instruction is designed to assist students so that they do not fall behind in classes. It is a temporary service and is not designed to replace classroom instruction.

School Psychological Services
School psychological services support families, schools, and the community in meeting the academic and mental health needs of students.
The school psychologists:
- Consult with parents, teachers, and other professionals to promote student well-being and achievement.
- Develop special prevention and intervention programs for students.
- Advocate sound educational practices for all students.
- Provide formal assessments of a child's abilities, learning styles, emotional development, and social skills.

EMIS
EMIS (Education Management Information System) is the statewide data collection system for Ohio’s primary and secondary education system. Staff, student, district, building, and financial data are collected through this system.
The EMIS Coordinator receives all EMIS mailings from the Ohio Department of Education, disseminates information to the appropriate persons within the district, and ensures that EMIS data is collected and reported in accordance with the ODE EMIS guidelines on behalf of the district.
